Are states (ultimate) guarantors of their people? In what way?

‘States still remain the ultimate guarantor of individuals. Therefore, states’ security should be accorded the highest priority.’ Discuss.
→ you can choose either the region as a whole, or you can focus on a specific country in the AsiaPacific region. By Asia-Pacific, I mean Northeast and Southeast Asia—it does NOT include Australia, New Zealand, the South Pacific, and the Indian Subcontinent.

ú E.g., Does Taliban guarantee security of the people?( only an example, Taliban is not a part of Asia pacific region)
2. Is this principle universally applied to all cases? Any exception?
3. How do you define “state’s security”? What kinds of security are involved in your essay? – e.g., Survival- the state’s survival, people’s survival or ruling party’s survival? Economic? Climate? Public health?
4. Are states’ security always of the highest priority? What is the second highest then?
5. Is there any example that state’s security is in conflict with the people’s security? How does the state act when such conflict arises?
– Can it happen when the leaders of a state prioritize their own interest above the people’s? Any example?
