Jose identifies his biggest issue is his alcohol abuse. The social worker should focus on the need identified by the client. Jansson (2018), states policy advocates must think deliberately when, they identify options, select and weigh criteria and rank options, and develop a decision-making matrix in order to meet the need of the client. In order to assist Jose and other individuals also experiencing homelessness and substance abuse issues, I would create a policy proposal that provides a well-rounded approach in helping these individuals. The program would allow for individuals to live on campus and receive counseling services to address substance abuse and possible mental health issues. The funding would be through state grants and the employees would be the individuals themselves. A large percentage of their income would go back into the program to provide for their food and housing. A small portion would be in a locked savings account for the individual themselves to build up in order to have enough money for when they are discharged. The individual would also have access to support groups and church service on campus. The program would be a 12 month transitional program.Jansson (2018) discusses how policy ranking high in one criterion but lower in another is a trade-off. Some of the trade- offs would be that individuals may not want to participate and in that event they can be discharged. Also, grant funding may be difficult to obtain. However, the cost of treatment would be more beneficial than sending the individuals to jail or treatment for 30 days that may not be effective.

Phoenix Jackson was probably born before the Civil War and was probably a slave. She has known hard work and fear that surrounded the slaves daily lives. The food they had was grown in small gardens attached to the shacks provided by the slave owners. She was expected to work in the cotton fields from sunrise to sunset along with her family. Phoenix was uneducated because slaves were not allowed to learn to read or write, in fear they would rise up against their masters. She raised her children in poverty and hopelessness yet she was a proud woman.
When Phoenix walks the long path from her house to town, she has to overcome the fear of being injured, of animals attacking her and because of her age, the toll it takes on her. Along the way, a dog startles her and she falls into a ditch which she cannot get out of until a hunter comes along and helps her out. A nickel drops out of his pocket and falls to the ground. He seems not to notice so Phoenix
Distracts him and picks the nickel up and puts it in her pocket. When he turns back to her, he aims the gun at her and yet she is not afraid. He does not mention the nickel and although she knows that stealing is wrong, she keeps it. She is not afraid of the gun or the hunter because she has faced many situations like this in her past.

Like the scriptural rule in Deuteronomy 19:15 and 17:6, today’s law prioritizes the importance of multiple witnesses in criminal cases. Singular testimony often is not enough for conviction; systems like the U.S. commonly require additional evidence or numerous witnesses, particularly for severe crimes, ensuring guilt is established beyond a reasonable doubt. In addition, contemporary legal procedures uphold the practice of cross-examination, mirroring wisdom from Proverbs 18:17 and Deuteronomy 19:16-19.
