A term which is frequently used is “acceptable risk.” Just like with the topic, this phrase can present with several definitions and applications. For this discussion, I am using the term with the intention of how a community views acceptable risk. A component within the public safety arena is providing services for fire/rescue response. Volunteer fire departments account for approximately three-quarters of these organizations. On a national level, the volunteer or paid-on-call departments are becoming a fragile system with many of them struggling to deliver expected services. Increased call volume, training, specialized services provided, and cost of living have contributed to a lack of participation from local individuals to fill these volunteer spots. Leaving public safety administrators with initiating creative ways to recruit and retain membership. The bottom line comes down to the community deciding what risk they feel is acceptable. For an effective decision to be made the people must be informed on what is at risk. Leaders in the community must understand what is at stake and articulate these concerns to the community. If taxes need to be raised to create paid services, then the voters must understand what is on the table. Public officials must employ a thorough, accurate, and understandable marketing plan before the polls open. Unfortunately, there is sometimes a lack of truthful data when it comes to trying to fix the problem.A large county next to ours is currently facing this issue. The fire protection is provided through a mixture of volunteer departments and for-profit subscription services. A study was released by the University of Tennessee County Technical Advisory Service on the benefits of consolidating all departments under one leadership and funding through taxes. This would have provided a positive impact on delivering emergency services. Instead, the county leadership released a partial set of statistics and stated the current system wasn’t broken. Therefore, the government didn’t need to take it over. Once the mayor went on record with that statement, the plan to consolidate was killed. The communities involved were never told the risk of the current system or the benefit of having paid fire protection services. Therefore, the local government determined what was an acceptable risk without citizen involvement.

What were the realities of slavery and how did its development affect white and black southerners alike?In the southern states, slavery became this accepted topic because of John C. Calhoun’s phrase of “our peculiar institution”. This implied that slavery was unique to their society and gave an alternative adequate term for the very controversial topic. A major reason why slavery was prevalent in the southern states was that industries such as cotton, sugar cane, and tobacco thrived in the warm, humid climates. As cotton became the most profitable crop industry, it changed the white and black southerners’ lives. Production of cotton evolved into high masses made in a short amount of time through the development of machinery that “converted raw cotton into thread and cloth in textiles mills” (Shi, 360). This process was then refined by Eli Whitney by removing the cotton seeds, known as the cotton gin. According to the text, “the Old Southwest states were producing two-thirds of all cotton” (Shi, 361) by the 1830s. This obviously affected the slaves simply because of supply and demand- the more product that is produced, the more labor needed.Cotton then spread to the Alabama region where steamboats were then invented that deemed the Mississippi River to be the main transporter of the crop. At this time, over half the slaves worked in the cotton industry and prices of slaves skyrocketed. The south depended on Britain for their raw cotton exports which was very risky for them to do. Just like the society in the colonies, the south was controlled by a group of aristocratic planters; they dominated pretty much everything ranging from politics, the economy, and social stratas. In order to be considered a planter, one must own at least twenty slaves. The society of this time was relatively simple in means that the whites controlled pretty much everything, and the blacks had just the opposite. The majority of the slave population were field hands who “were often organized into work gangs supervised by a black driver or white overseer” (Shi, 374). The treatment that the women received were far worse because slaveholders discovered that they could more or less breed slaves, and over time selling them for profit.

respond to discussion post below:There is no denying that risks are part of everyday life, putting on your pants in the morning is risky; especially if you are half asleep and your brain isn’t functioning yet.  Ever ask your wife what’s for dinner or where she wants to eat and what she’s craving, this is a huge risk that can have good or bad consequences.  All laughs aside, risk are serious issues and we face small risks and large risks every day.  Risk are inherited and may be mitigated if one truly understands the risk and knows how to the take appropriate action.  Last week, my wing commander had his quarterly commanders call and we covered the 101 days of summer-fun fun.  In the brief, we were reminded of simple things. For example, going deep sea fishing.  One must identify the hazard (the ocean/fishing hooks), assess the hazard (weather conditions; high tide), make decisions (best time to go out) /develop controls, implement controls, and supervise/evaluate.  Last July, an Airman deployed down range and we had a talk with Jesus about how the Air Force can improve its choices.             Long story short, an Airman died because he jumped down a manhole in hopes to recover the manhole cover.  He did it a dozen of other times, but this one specific occurrence took his life.  During the investigation, some people in the nearby vicinity, claimed that smelled an unnormal order.  It ended up being gas.  Never take an unnecessary risk with little to no cost/life benefit.  I took a huge risk with a stock: HSGX. The stock is trading at $.1938 a share and I purchased 500 shares.  This comes out to be around $96; I could lose it all or it could go up to $10.00 a share.  Lose win or win big!  Focusing on Risk Assessment, we all know what this concept is and how entails identifying risks and threats, its occurrence, and the Qualitative or Quantitative assessments. However, we may fail to remember that’s it’s an ongoing process that needs audited.             Identification is the key; how can a problem be improved or mitigated, if it is not identified and prioritized?  In terms of Information Security Systems, this directly applies with cybersecurity and is an ongoing process to improve the protection of information, IS, and the management of IS; with CIANAA (Confidentiality, Integrity, Availability, Non-repudiation, Authentication, Authorization) being the highest priority. I am pretty sure I have read at least 12 800- guidelines from NIST.  The core framework, within NIST 800-52 v2 is vital.  Not all risks can be managed or analyzed so assets must be prioritized based on the mission; the environmental threats and implementations of the various controls and countermeasures are based on a cost/benefit ratio.  Look into NIST 800-37 Risk Management Process/framework on SDLC.  It is highly technical and geared toward IS, but it defiantly can be applied to this discussion and critical infrastructure. -Scott

To improve, you need to develop and state clearly your main research question(s) and a clear research puzzle needs to be set out at the core of the project (see my comments on this part of the proposal). I also think your main research question(s) should benefit from being elaborated through the use of smaller, more focused sub-questions to give your project some structure and clear boundaries around your sample(s) of data.On that point, secondly, it is unclear to me what the boundaries are around your project and so what the sample will be. At the moment, you mention both “two cities” and “different countries” as your focus, which needs to be confirmed. Also, there is no clear date range within which you will be exploring social insurance policies. reply to discussion post below:The concept of risk assessment and management is an extremely crucial component of any organization’s operation. Without it, the organization would be less effective due to the fact that it would not have a way to determine which of its activities produce more risk than the others. The article review that I wrote for last week had a lot to do with risk assessment. It touched on the fact that there is a significant amount of methods of assessing risk. This makes me curious as to which method is described here in the professor’s discussion. I believe the most common are the NIPP-RMF and the FEMA model. There is a slight similarity to the risk assessment method that is used in the army.In the army’s risk management method, there are also five steps. The first step is identifying the hazard. The next step is assessing the hazard and to determine what the risks are. Step three is developing controls and making risk decisions. Step four is to implement the controls that were developed in step three. Step 5 is to supervise the implementation of the risk mitigation controls and to evaluate their effectiveness. In steps one and two, this is where the actual risk assessment is taking place. This is where you determine what the risks are and then how it could impact the mission or the organization. You can do this by comparing the present situation to past experiences. Also, there has to be a judgment call on how likely the hazard or negative event is to take place. If it has a higher probability, then it can increase the overall level of risk. After you identify the severity and probability of a hazard happening then the next step is to develop controls that will mitigate the severity of the hazard and reduce the probability of the hazard happening. After the controls are developed, they need to be implemented and used. This does not work unless the controls are continuously assessed for effectiveness. If there is room for improvement, then it is made in the supervising and evaluating stage. The main idea behind this is to effectively manage the risk and attempt to eliminate as much of it as possible, if not all. This is simply one method of risk management. As seen in the example that the professor wrote, there are other ways. All the methods have the same common objective though. The professor stated that most professionals would agree that the most important step in any risk management process is the risk assessment step. I would have to disagree. Although it is important, in my opinion, the most important step is the identification of the hazards. This is my opinion because without the ability to identify the hazards then none of the other steps can occur effectively. If a hazard just happens upon us, then we lose our preemptive abilities to reduce and mitigate the risk beforehand. Instead of being proactive we are forced to become reactive, which very rarely produces the same level of results.
