How might a code of ethics provide personal medical information more protection than HIPAA?
The situation. Healthcare providers need access to patient personal health information wherever patients are present for care. Systems that standardize electronic medical records provide such access, but the risk to privacy that accompanies that access is real, and breaches often make the news. At the Federal level, the HIPAA Privacy Rule protects personal health information gathered by healthcare providers, but most agree that information needs more protection than HIPAA currently affords. Some believe added protection may be found in the forming and keeping of codes of ethics.
A scenario. Mary works in a hospital health information management department, and Maureen, her friend, comes one day to pick up the medical records of a patient who is a client of the lawyer Maureen works for. Maureen, however, has forgotten to bring the client’s signed authorization form, though she assures Mary the form, which she saw the patient sign, is at her office. Since Maureen’s need for the form is urgent and there isn’t enough time to return with the form today, Maureen hopes to take the records and return with the form another day.
Read the iHealthCoalition’s eHealth Code of Ethics, the Summary of the HIPAA Privacy Rule, and with the above scenario in mind, consider the following questions:
- In light of what the Code and HIPAA say, how might Mary and Maureen best resolve the problem?
- How might a code of ethics provide personal medical information more protection than HIPAA?
- In what ways, if any, does HIPAA protect personal medical information where codes of ethics do not?
How did approaches to cultural interaction shape empires in Eurasia?
Exploring the Essential Question: How did approaches to cultural interaction shape empires in Eurasia?
The way empires responded to outside powers affected their rise and decline. Some empires decided to embrace outside ideas and cultures. Others tried to isolate themselves from foreign influences.
Suppose you are an adviser to an emperor. The emperor is trying to decide whether to focus his attention on contact with other cultures or to look inward and increase his country’s isolation. Write a letter to the emperor in which you examine the pros and cons of each position and decide what to advise him.
Use what you have learned from the lesson to:
- write a short paragraph citing at least one specific historical example when contact with the outside world has benefited an empire or isolation has harmed it.
- write a short paragraph citing at least one specific example when isolation has benefited an empire or when contact with the outside world has hurt it.
- write a conclusion telling the emperor what you think he should do and why
Assume the multispecialty medical group has decided to segment the market in the community by income level
7. The United States is experiencing a deadline of the middle class. What does this trend imply for the future of organizations such as: (a) the U.S. Public Health Service, which operates many inner-city health clinics for the economically disadvantaged and (b) the Scripps Clinic was seen as an exclusive medical provider known not only for treatment but also for its research.
Chapter 6
1. Assume the multispecialty medical group has decided to segment the market in the community by income level. The group has decided to target a small niche of middle-aged, white-collar professionals who are married, with both spouses working outside the home. How might this medical group tailor its marketing mix to appeal to this segment?
2. A women’s health clinic has recognized the need to segment its market. Identify three bases by which this clinic might segment the female market, and identify the manner in which the “product” component of the marketing mix would change in light of the segmentation base used.
4. A neurology group practice recently analyzed its level of patient referrals and referral sources. This analysis showed that 60% of all referrals came from 35% of all physicians who referred to the group. The remaining referrals came from the other 65% of the referral physicians. In examining this referral pattern, it was also revealed that 20% of all the primary care physicians in the group’s primary service area had never sent a patient to the group for diagnosis or treatment. As the practice manager of the group, you have been asked by the physicians to develop a marketing strategy to deal with this information.
Chapter 7
1. Most medical specialty groups historically have relied on primary care physician practices for referrals. At a recent society meeting, the senior partner returned with a renewed perspective in terms of looking at the customer base of referrers. “We need to develop relationships with these practices rather than view them as individual transactions when they send us a patient.” How might this perspective shift the strategy of the group?
2. For many years, health care organizations, as well as traditional businesses, have been frustrated that high customer satisfaction scores do not necessarily lead to higher levels of profitability or sales. Explain why this inconsistency tends to exist.
3. Recently, a surgical group in Manhattan posted a Web site that includes a page that refreshes every 10 minutes and shows how close the doctors are following their “scheduled appointment ” times. In terms of the value equation, what component or variable is this group trying to work on with its market?
4. An orthopedic group in Virginia has decided to conduct a survey of referral physicians. The results, which are posted on the group’s Web site, indicate the level of customer satisfaction. The group has also posted comments that some of the physicians wrote in the surveys. What is this group doing in terms of attempting to recognize the customer contact process? Explain the integration of this strategy into a total marketing program for the orthopedic group.
Chapter 10
1. In recent years, two nationally known health care providers have established satellite facilities a great distance from their main clinic locations. The Mayo Clinic of Rochester, Minnesota, has opened facilities in Arizona, Florida, Iowa, Wisconsin, and Minnesota as well as in Mexico City. The Cleveland Clinic has opened a Brain Institute in Nevada, a facility in Florida, and a hospital in Abu Dhabi. Explain the changes in distribution intensity these actions represent.
2. Explain the vertical integration options and directions for the following providers: (a) a major academic medical center such as the University of Iowa, (b) a fiveperson general surgery group, and (c) a manufacturer of durable medical equipment.

Risk management strategies used in the organization’s risk control program
Assessment Description
The purpose of this assignment is to gain real-world insight into how risk management programs operate within health care organizations.
Select a local health care organization where you can conduct an interview with an employee who is involved in risk management processes. This organization can be your current employer or a different health care facility in your community. Acute care, urgent care, large multi‐provider private medical clinics, assisted living facilities, and community/public health clinical facilities are all ideal options to complete the requirements of this assignment. Select an individual who can provide sufficient information regarding how their organization manages risk within its facility to answer the questions below.
In your interview, address the following:
- Risk management strategies used in the organization’s risk control program, along with specific examples.
- How the facility’s educational risk management program addresses key professional, legal, and ethical issues, such as prevention of negligence, malpractice litigation, and vicarious liability.
- Policies the facility has implemented that address how to manage emergency triage in high‐risk areas of health care service delivery (e.g., narcotics inventories, declared pregnancy policies, blood-borne disease sector, etc.).
- Challenges the organization faces in managing and controlling high-risk health care (e.g., infectious diseases, nuclear medicine, abortion, class 4 narcotics/opioids, etc.).
- Strategies the facility utilizes to monitor, evaluate, and maintain compliance within its risk management program.
After conducting the interview, compose a 750‐1,000 word summary analysis of the interview that includes the questions above, in conjunction with the interviewee’s responses. In addition, include the following elements in your response:
- An assessment of the organization’s risk management program, including how it attends to high-risk health care and legal concerns.
- Action steps you would take to improve one area of the organization’s risk management program, along with your rationale for doing so.
