DISCUSSION:

We’ve had several aviation security disasters throughout recent history particularly noted in the reading is the bombing of Pan Am Flight 103 in the 1970s, the explosion of TWA Flight 800 in the 1990s, and most recently the attacks of September 11, 2001. All three were major disasters that were covered by the media and were pushed onto the agenda.

What was so different about the September 11 catastrophe compared to the other two incidents, which rapidly led to substantive change in aviation security policy?

Did the attacks of September 11 lead to policy learning and eventual policy change? If so, what type of policy learning occurred?
